If I were Mark Shapiro...
I would shop C.C. Sabathia to any of the teams that lose out on Santana. Signing Sabathia probably wouldn't be fiscally responsible, unless he gave a sweet home-town discount. Even then, he'd be an injury risk. I would consider limiting that risk, by trading for multiple talented players. In reality, a starting pitcher can produce, at most, 25 wins out of 162 games. The playoffs are a different story, considering all of the off days between games. However, a team needs to get to the playoffs first. In a market the size of Cleveland, it just seems too difficult to have a "$20 million" or so player on your 25 man roster. Even if the Indians brought their payroll up to $100 million, he would still account for 1/5 of the entire payroll, and only be 1/5 of the starting rotation.
